To address development /societal problems which are so diverse and complex, there is a need to build a mechanism to bring identify problems, classify them and develop problem statements that can be put forth to various solution providers. A Secretariat which would be a clearing house for solutions for various situations, problems, scales and stakeholders is the need of the hour.
